Descriptions of Holyoke from Previous Grants

"Holyoke has been called the Paper City because it was once a center of the world's paper industry. Its strong industrial economy provided employment for generations of immigrants. The dam and the canals remain, but the economy and its labor market that allowed newcomers to get ahead has changed, and the latest wave of immigrants to Holyoke, primarily Puerto Ricans (85% of population of downtown neighborhoods of Holyoke), suffer from an unemployment rate of over 31%. Over 75% of the Latino children grow up in poverty in Holyoke. Holyoke receives the highest per-capita rate of state aid in Massachusetts and has among the highest rates of teen pregnancy and substance abuse in the state."
