This report is available from the Youth Task Force Resource Library located in the City Hall Annex on the fourth floor.

Below are some highlites from the report:

  • There were 11,101 individuals in placement. Included in this count are 10,302 children (less than 18 years old) and 799 young adults (18 years or older).
  • The placement population was distributed across DSS service regions as follows: 21% in the Western Region, 20% in the Southeastern Region, 18% in the Northeast Region, 14% in the Central Region, 13% in the Boston Region, and 12% in the Metro Region.
  • Statewide, 27% (10,302) of all children (less than 18 years old) with open cases were in placement. The regional statistics for children in placement as a proportion of all children receiving services were: 30% in West, 27% in Central, 26% in the Northeast, 25% in the Southeast, 24% in Metro, and 24% in Boston.
  • Of all children less than 18 years old receiving services, the Springfield, Pittsfield, Holyoke, and Grennfield Area Offices had the highest proportions in placement. The lowest proportions of children in placement were found at Plymouth, Warren Center, and Arlington Area Offices.
  • Regional populations of children under 18 years old not in placement with an open caes status (receiving services) showed small declines over the past four quarters. During this period, the non-placement population losses ranged from -2% in the Southeast to -8% in the West.
